01 · The problem
Origin is a paper the seller can reissue.
- The buyer takes the seller’s word on origin because the alternative is not to trade.
- A transfer between ships and a new set of papers turns appropriated grain into ordinary cargo.
- From 30 December 2026 a soya importer files due diligence on plot data it cannot check.
Why now
The EU deforestation regulation applies to soya from 30 December 2026 for large and medium operators. Wheat and maize are outside its scope.
Since 1 July 2024 the EU applies prohibitive tariffs on cereals and oilseeds from Russia and Belarus.
